Temecula Preparatory School has earned a 6 year, K-12 WASC (Western Assn. of Schools and Colleges) Accreditation. Most school districts only accredit their high schools and not their elementary schools.

Here’s the latest update from the Executive Director of WASC…

Dear Principals and Heads of Schools, Please find the latest 2014–2015 ACS WASC newsletter, ACS WASC Words, attached to this email. This latest newsletter shares how others are using ACS WASC not only for validation but also as a tool for school improvement. We hope you find this year’s edition to be informative. We appreciate your contributions to school improvement through accreditation. Sincerely,

WASC Newsletter and Update

Dear TPS Parents,

We are proud to share our Fall 2014 Quarterly Academic Report with you.

This has been carefully put together by Mr. Tracy and Mrs. Punzel as a means by which to help us measure our progress and to share that with you.

In short, everything looks very positive! There is one highlight, however, that deserves to be mentioned here and that is our 2015 Senior Class SAT scores. To date over half of our seniors have taken the SAT with an average score of 1655 -- this 131 points on average higher than the TVUSD high school seniors at Temecula Valley, Chaparral, and Great Oak!

Why is this so important? Because all of the work we do at TPS is to prepare our students to graduate and be ready for college, and we are doing just that!

HAVE A GREAT WEEK!

Dear Parents,

Last Wednesday evening we hosted a Parent Enrichment night with an emphasis on Common Core and the TPS Classical Program. Both Mr. Tracy, Head of School, and myself spoke. Mr. Tracy provided a history of the Common Core and how it is being implemented today. I addressed the TPS Program and the impact the Common Core may or may not have. A number of you informed us that you would be unable to attend due to the busy schedules that we all lead, so we made sure to have the evening transcribed. Below you will find Mr. Tracy’s comments as well as mine and in addition, you will find the transcribed version of the questions from the parents who were able to attend and the answers that Mr. Tracy and I gave. We hope that this is both informative and encouraging, and that through all of this we believe that we are able to stay true to our Vision and our Mission and the school that you have chosen for your children.

Sincerely,

Mr. Phillips

NOTES

PARENT ENRICHMENT NIGHT – SEPT 24, 2014

SUBJECT: COMMON CORE & CLASSICAL

MR. MICHAEL TRACY, M. Ed. – HEAD OF SCHOOL

Mr.Tracy – Good evening; many of you have small children so I appreciate you taking time away to be here tonight.

It’s interesting – there’s nothing new under the sun.

The No Child Left Behind Act of 2001 (NCLB) was simply the reauthorization of the Elementary and Secondary Education Act (ESEA), the government’s largest aid program for disadvantaged students. The ESEA was originally passed under LBJ as part of the “war on poverty.”

NCLB supports standards-based education reform based on the premise that setting high standards and establishing measurable goals can improve individual outcomes in education.

NCLB requires states to develop assessments in basic skills as well.

To receive federal school funding, states must give these assessments to all students at select grade levels. The Act does not assert a national achievement standard. Each individual state develops its own standards. NCLB expanded the federal role in public education through annual testing, annual academic progress, report cards, teacher qualifications, and funding changes.

At that time state standards were individualized per state. The major shift – what we’re talking about tonight – are the new national curriculum standards since NCLB.

Somewhere around the year 2007 the National Governors Association (NGA) began discussing a system of national standards. Shortly thereafter, the NGA along with a consortium of various educational organizations led to creation of regional standards or what we now refer to as the “Common Core” standards. The overall goal of these standards was to create a uniform skill based, big business based, curriculum to develop students ready for the local and global economy and they were originally a bi-partisan effort.

How did it become political?

The main political issue regarding Common Core is probably explained best by William Bennett who boils it down to a federal versus state issue.

http://online.wsj.com/articles/william-j-bennett-the-conservative-case-for-common-core-1410390435

The main practical issue regarding Common Core, is the money.

The federal government cannot force states to adopt a particular set of standards, so the standards themselves really are not the problem. However, like with NCLB, the federal government can tie money or funding to the performance of a state.

As part of the American Recovery and Reinvestment Act of 2009 the US Dept. of Education created a $4.35 billion contest call “Race to the Top” (R2T) to encourage education reform. States were awarded points for satisfying certain educational policies including compliance with the Common Core standards, but also lifting limits on the number of charter schools allowed.

California opted to enter into the Race to the Top and that led to Common Core standards for all public schools, including public charter schools.

So,what does this means for us tonight?

What we really need to talk about is curriculum versus standards. What seems to be of concern to most people is the new Common Core curriculum, but there is really no such thing.

What does exist is big publishing companies like McGraw Hill, Pearson, or Saxon that are producing their own private textbooks with “Common Core” stamped on the front and some new material in between the pages designed to help students pass the new tests. These companies are making schools feel better about spending millions of dollars on their curriculum.

But, in reality, there are only Common Core standards that we – as a public charter school – have to meet just like we have had to meet state standards since our beginning. In other words, there is nothing new under the sun.

We have run an audit on our own curriculum and I can assure you that 99% of curriculum has not changed from what it was three years ago – before the Common Core standards. I have here a printed selection of a few of our units such as Davy Crockett in Kindergarten, this hasn’t changed in five years.

All we have had to do was make sure our curriculum – the TPS curriculum – met the California Common Core State Standards, just like we have always had to do, and we have found that we do that and more.

To conclude my presentation, we are doing our best here to take a balanced approach. We’re doing our best to balance classical education to requirements from the state.

MR. SCOTT PHILLIPS, J.D. - CEO & HEADMASTER

Good Evening. Thank you all for taking the time out of your schedules to be here with us this evening.

Many of you are here tonight because you are concerned about your rights as parents. I want you to know how much I support you in that. Before my career in education began, I was strictly involved in the strategic planning and management of constitutional litigation and before that I was a litigator of such cases. These included cases protecting the rights of parents in public education.

In fact, in the early 1990’s I filed a class action lawsuit on behalf of a group of parents in federal court against eight separate school districts. All of those districts settled with us once they understood the severity of violating parents’ rights in public education.

I do not share this with you to pat myself on the back. Instead, I want you to understand my heart regarding this Common Core matter. I know what it is you can do as parents and I absolutely respect and believe in that. But, because of my understanding of the legalities, I also know what it is we must do as a public charter school, which is to obey the law.

That being said, I would like to address the Common Core standards and their impact on TPS. But instead of talking about any possible changes to TPS due to the Common Core, I first want to take a moment to discuss what will not be changing at TPS.

Specifically, there are six major components that make TPS unique. These important components will not be impacted by the Common Core standards.

The first is our Classical educational model.

TPS is built upon the Classical model of education, which is integrated using four periods of human history, is very language arts oriented, and recognizes three stages of learning which are taking place at all times for life-long learners.

As Mr. Tracy mentioned, we have just gone through the process of “cross-walking” or auditing our standards in Kindergarten. The bottom line is that we actually address all of the Common Core standards and even more with our own classical standards. The Common Core standards are only standards and we are meeting them and more.

This will not change.

The second is our virtue-based education.

TPS has specific standards for the four classical virtues -- prudence, temperance, justice and fortitude -- embedded into the curriculum. We understand that knowledge cannot be taught in a vacuum.

This will not change.

The third is our focus on critical thinking skills.

To underscore the need for critical thinking fostered by the classical model, the TPS program has specific standards for critical thinking that were borrowed with permission from the Foundation for Critical Thinking. These are also embedded into the K-12 curriculum.

The focus on virtue and critical thinking allows us to develop more than educated students, it allows us to develop leaders.

This will not change.

The fourth is the vertical quality of instruction.

TPS is a full K-12 campus program, which impacts the quality of instruction positively by allowing faculty in the elementary grades to collaborate directly with faculty in the middle school and high school grades in the process of scaffolding instruction to ensure college preparedness.

This will not change.

The fifth is the horizontal quality of instruction.

Due to the classical model of education there is a high amount of collaboration between faculty team members in the development of curriculum and best instructional practices that is required to ensure proper horizontal alignment to complement the vertical scaffolding.

This will not change.

And, last, but certainly not least, the sixth is the family oriented education.

The full K-12 nature of the campus and program also allows for a very family oriented and parent friendly community as was recognized in 2012 when the model was awarded California Distinguished School status for that very reason, something extremely rare.

This will not change.

Now, let’s address the elephant in the room: What has changed and what will change?

What has changed?

There are two main areas that have changed at TPS so far:

Number one, the use of technology in our educational program.

Please know that we view and utilize technology as a tool or medium only, technology is not a philosophy of education. And, it can and is being used very classically.

However, in all transparency, this sudden changeover the last 12 months was driven by the states move to the Common Core and the state testing tied to the Common Core.

We are a public school and we are required to take the state tests as we always have been, and they are requiring on-line testing. We need to make sure our students succeed in this, because, whether we like it or not, our students will be compared to all the others in the state and area and if we fail to provide these tools we are handicapping their futures.

Number two, the adoption of a new math curriculum in grades 3-6.

We have adopted a new math curriculum in grades 3-6 to help our students prepare for the higher-level math courses at a stronger rate than we have in the past. This math curriculum does have Common Core standards built into it.

But, it is important for you to know; this change was not mandated by the state, this was our choice.

Our math scores were continually lower than we wanted. Over the past few years we have made many adjustments to improve those and the last piece to the puzzle was the 3-6 curriculum.

However, the new math curriculum has no bearing on our classical curriculum. Classical curriculum is based in historical integration, a heavy language arts program and an understanding of the Trivium. So math, in of itself, does not impact our classical philosophy.

Please note that neither of these changes has impacted nor will impact those six unique and fundamental components of the TPS program.

What will change?

Anything that the state requires TPS to do as a public charter school will have to change. We must abide by the law.

So far – as mentioned above-- there have been no changes to the TPS program and we foresee no change needed to the program with the change in standards.

But, at the end of the day, we all have to understand one thing – TPS will not be allowed to exist if TPS ignores, skirts, or refuses to meet state standards. Those are the hard and fast rules of having a public charter school funded by public tax dollars. We are – by law –beholden to the state department of education.

Don’t get me wrong, we will do whatever we ethically, legally and possibly can to hold fast to our program – especially those critical six components -- we have the fortitude!

Q&A with Mr. Phillips and Mr. Tracy

Q: “HOW DO YOU PLAN TO ADDRESS VAGUE NATURE OF SOME OF COMMON CORE PROBLEMS AND WILL OUR CHILD BE GRADED ON THOSE?”

{CLARIFICATION OF QUESTION: Issue not with common core so much as it is 3rd – 6th grade math curriculum. It seems the math problems are missing information. My child is straight A math student but finds it difficult. I don’t want them to lose the love for math.}

A: PHILLIPS - I’m hoping by the end of the semester we will see a shift for the students struggling. What we have to understand is that the type of questions they are struggling with are the type of questions they will face during state testing. We must prepare our students for this.

Also, we must understand that this is only the first year of an entire new testing format and we have yet to create a true baseline on which to make any judgments or decisions for the school as a whole, or any one student. After we have created our baseline we will be able to determine how to bridge gaps in learning.

A: TRACY – Please know that my three children are here at TPS too. Two of them have the new math program and I do understand what it is you as parents are seeing. I see it every night in my own home.

I think what we’re experiencing is a major shift from specific rote math to more of an analytical based math. Believe me – the teachers are not saying, “It’s whatever you feel the answer is Johnny.” But it is a major shift. My hope is that by this time next year the routine is established and we have an understanding of the question and this type of math platform becomes apart of our culture.

Q: “I’VE HEARD THAT OTHER STATES HAVE OPTED OUT OF COMMON CORE?”

A: PHILLIPS –Well, we know Texas will never adopt them. I have read that South Carolina did adopt them and has recently reversed its decision and rejected them. And, there are a number of other states that have not adopted them or are looking at reversing their decisions. So, it really is not a federally mandated program. California had adopted them and is now even looking at the alignment of them into the UC and Cal State systems. For California I believe they are here to stay.

A: TRACY – I noted that on the parent’s Facebook a parent posted a white paper. According to the paper the most Common ore congruent state is California.

Q: “IF YOU KEEP A CLASSICAL CURRICULUM, WHAT DO STANDARDIZED TESTS RESULTS LOOK LIKE AT YEARS END?”

A: TRACY: - I anticipate our ELA based assessments will fare well and our humanities program is so strong. I am hoping with the changes we have made in math we will see improvement. I am inquisitive about it.

A: PHILLIPS – Our state math test scores have normally been lower than the district’s yet higher than the county’s and state’s. But interestingly, on the SAT’s our math scores are normally higher than the district’s as well as the county and state. The reason for this apparent discrepancy is that on the SAT’s, there have been large amount of word problems, which correlates to a comprehension issue. So, because of our strong language arts program our students can comprehend the questions to do the right math. I believe this same principle will carry over to our state test scores. In other words, our classical curriculum is very beneficial for comprehension.

I recently visited a high performing classical charter school in New York City. New York is about two years ahead of California in the implementation of Common Core and the new assessment model. When New York mandated the new testing the entire state dropped in performance, including the classical charter school. However, the charter school still out performed the state schools at the same rate it had before the Common Core.

I have little doubt that TPS will see a drop as will all of California’s state schools, however, after visiting the school in New York I have great hope that our students will still score at same levels they have in the past in comparison to the district, county, and state.

Q: “WILL THE FRENCH COURSE RETURN TO THE LOWER SCHOOL NOW THAT THE COMPUTER COURSE HAS ENDED?”

A: PHILLIPS - No, and here’s why, when I started at TPS almost seven year ago I was asked to look into the success of the Lower School French program. What I found was that our 6th graders were learning the same curriculum as the Kindergartners. It was a simple thirty-minute drop-in twice a week. There was no real immersion into the language. As I spoke with the teacher and looked at the curriculum we agreed that we are already so language arts heavy that trying to push in one more hour of time for a foreign language was too much.

We put in computer course last year to get the teachers and students ready for the adjustment to one-to-one technology. It was designed to be one year only. This year we have stayed true to our classical roots and the lower school students now have art, drama, and theater.

Q: “WHY ENVISION MATH VS SAXON MATH?”

A: TRACY – Last year,Mr. Phillips asked me to conduct a curriculum audit which I did using multiple facets of data including surveys of parents and teachers.

There were two main issues regarding the math program: First, while we average 20 points ahead in language arts compared to the district, in the last 5 years of state assessments we averaged 11 points below in math. Second, parents were concerned about their children’s failure rate in Algebra twice and we noted that 29% of our students have had to retake ALGEBRA I or failed a portion of exit exam. With these two components in mind we decided to examine the math program in the intermediate grades.

So, we formed a committee. We looked at the instruction, the learning and the textbooks and determined that there was a gap in the curriculum itself versus the instruction and/or learning. Therefore we began to explore various curriculums and our top three were the new Common Core Saxon, enVision, or Singapore, and at the end of the day we chose enVision.

We were looking at a wider platform to teach from and enVision provides the ability to do remedial and enrichment and offers the on-line component for practice.

I am in the classrooms every day. I can assure you that the teachers are teaching specific problems on the board. They are not sitting in a circle hoping the students are able to reason their way to the answer that feels right. They are using the elmos, whiteboards, and Smart boards to teach and students are able to wrestle with problems at their seats. The students are being asked to wrestle first, then the teacher is going back through and reworking the problems with students at their desk to move them into independent practice and then send them home with work.

It is important to understand that K-2 is still using Saxon math and is laying a foundation that is more concrete and they do that all the way through 6th grade. However, they are being given more analytical problems starting in grade 3 so we are moving students from pre-grammar to the pure grammar stage by 4th grade.

Lastly, with enVision there are several more helpful resources. There are computer enrichments, workbooks, and worksheets for continual practice.

Q: “WHAT DO I TELL MY CHILD, IS IT OK TO HAVE AN “F” IN MATH? IS THIS JUST GOING TO BE A LOST YEAR OF EDUCATION?”

A: PHILLIPS – First, no, it will not be a lost year of education. Education is about more than just one subject matter and more than academics, at least here at TPS. There is science, geography, literature, writing, history, art, music and theater. There is also learning to live out the virtues such as fortitude or perseverance. There is a tremendous amount of education going on both in and around the 3-6 math program.

Second, it is way too early to make any judgments. We have not even finished the first quarter of school. Everyone needs to take a step back and re-focus this issue in light of the entire painting versus just the one object in the painting.

I do understand it is hard and it can be emotional, however, we have made a decision, the board has approved that decision and we need to see that decision through.

And, believe it or not, it is OK if your child has an “F” so long as you know they are making the effort you expect them to make and so long as you see progress over time. Again, with only a few weeks into the year it is far too soon to make any final judgments.

Please also know that I have spoken with several parents who are very happy with the new math program. Their children, who were not excelling before, are doing so now. So, we are seeing some very positive results as well.

Q: “WOULD THERE BE ANY THOUGHT OF GOING PRIVATE?”

A: PHILLIPS – By law charter schools cannot convert themselves into private schools. This thwarts the principles behind the charter school act.

Q: “I HEARD THERE WAS AN OPT OUT FORM FROM PACIFIC JUSTICE, MAY WE USE THIS?”

A: PHILLIPS – As a parent you have a right to opt your student out of particular parts of the school’s program or curriculum for legally protected reasons such as religion. This would include the state testing components that TPS is required to give. My caution would be that if you do choose to opt your child out of the testing, your child won’t have state test scores needed if the UC and Cal State systems do choose a full K-16 alignment and reliance upon those scores for college entrance. But, that is only a caution and I would encourage you to follow that component from year to year carefully as the common core continues to unfold.

Q: “HOW HAVE PAST STANDARDS BEEN MEASURED FOR IMPROVING TEST SCORES?“

A: PHILLIPS – Standards have always been measured the same way, through local assessments and the state assessments. The data from these assessments is reviewed from year to year to make adjustments to the program to ensure the school is, at the very least, meeting the minimum requirements.

Q: “HOW ARE COMMON CORE BENCHMARKS MET?”

A: PHILLIPS – Common Core standards are tested locally, or in the classroom, throughout the entire year along with any of the other standards TPS uses. They are also tested at the end of each semester and then by the state during state testing each Spring. Through this process we will examine the data and then determine if there are gaps in the instruction and learning and what it is we need to do to address those gaps.

Q: “I UNDERSTAND COMMON CORE WILL CHANGE SAT’S, IS THIS TRUE?”

A: PHILLIPS – It is my understanding that the SAT’s are being modified in the near future to remove a portion of the long essay component and add in some very high level multiple choice questions that will require a strong ability to comprehend what is being asked and analyze the various options being given. I do not know if this is directly tied to the Common Core shifts, but the theme is certainly similar.

Q: “SHOULD PARENTS CONTINUE TO FIGHT THE DISTRICT AND/OR STATE?”

A: PHILLIPS – If you believe you are right, then, yes, of course. That is the constitutional design of our country and I would never suggest that you should not. That is what happened in South Carolina. If there really are enough parents in the state who do not like the Common Core, then they need to work with their local legislators to make change. That is the type of action our country is founded upon.

However, fighting at the district level or here at the charter level really does not help you. TVUSD and TPS must follow the state’s decisions and to date the state legislators have prescribed the Common Core and we will do our best to be true to our charter while making sure we meet the requirements laid out by the state.

TPS - PARENT BACK TO SCHOOL NIGHT Thursday, August 28th 5:00 p.m. to 7:30 p.m.

Dear Parents:

We are looking forward to you joining us on Thursday, August 28th for our annual Parent Back to School Night event!

We wanted to share a few tips with you that will help you get the most out of the time possible:

- Parent Back-to-School Night is an event that you, the parents, have the chance to hear from your children’s teachers, first hand, about the day-to-day activities at the school. It is also your chance to hear about the various procedures in the classroom to help you and your children’s year run as smoothly as possible.

- There will be K-6 presentations from the faculty that will last a while. So, if you can obtain childcare or if there is one parent who is more passionate about attending, it will probably be a more productive evening for you.

OBJECTIVE: To help our TPS parents learn how their child(ren)’s teachers will be operating for the school year. This will allow parents to help their child(ren) have the best year possible.

Specific concerns regarding your child are very important to your child’s teacher, however this event is not a good time for parent teacher conferencing because there is so much information to cover, with all parents in attendance, in such a short amount of time. That being said, please also know that teachers are more than willing to meet with you at another time if you would like to set-up a meeting or conference.

EVENT ENTRANCE: The entrance to the event will be the Multi-Purpose Room (MPR) gate, just to the right of the school office, leading to the back of the MPR.

INSIDE THE MPR: - Technology / Mr. Dietrich: Discussing and demonstrating some of the technology that is being used on campus. - Lower School Drama Teacher; Mrs. Horeth - Lower School Music Teacher and Band Instructor (Mrs. Jones) - PATS: Sharing volunteer opportunities and different ways you can support TPS. - PE Department; Ms. Barbour (LS), Mr. Karg and Mr. Litt (US) - enVision Math Curriculum: View and ask questions about the (3rd through 6th grade) enVision math curriculum; Mrs. Punzel will be present to answer your questions on enVision. - Activities/Athletics; Mr. Santa Cruz - Lower School Art; Mrs. Toner/Mrs. Webster

LOWER SCHOOL (K-6th grade): We have numerous families with more than one student in the school. In addition, we have many families in each grade level. As a result, it is often difficult to get all the information you might want. In order to address this, we have created a schedule for the Lower School (K-6) presentations.

There will be three (3) - 45-minute sessions: Session #1: 5:00 – 5:45 PM for last names that begin with the letters A-H Session #2: 5:50 – 6:35 PM for last names that begin with the letters I-P Session #3: 6:40 – 7:25 PM for last names that begin with the letters Q-Z

The Lower School grades (K-6) will be presenting their information by grade level teams and we encourage parents to follow the schedule as closely as possible to allow room for everyone to enjoy the presentation without too much of a crowd. Of course, if you need to visit more than one of the lower school teacher’s rooms or if your work schedule does not permit, you are welcome to attend another session.

Lower School sessions are scheduled in the following rooms: Kindergarten – room #5 1st grade – room #7 2nd grade – room #17 3rd grade – room #10 4th grade – room #11 5th grade – room #12 6th grade – room #21

UPPER SCHOOL (7th-12th grade): Upper School faculty members (9th-12th grade) will be available in their classrooms throughout the evening. You may stop by any of the classrooms between 5:00 p.m. and 7:25 p.m.

Upper School faculty members (7th & 8th grades) will be in the following classrooms throughout the evening. You may stop by any of the classrooms below between 5:00 p.m. and 7:25 p.m.:

- English (Merrin), Latin (Adams) and History (Heine) – Room #47 - Science (Hayes), Math (Arreola) – Room #48

Please ask your child to write down his or her class schedule or go to the Aeries ABI portal to print their schedule. If you happen to forget the schedule or do not have access to the ABI portal, we will have copies available for you in the MPR.

K-12 PARENT INFORMATION: If for some reason you cannot make it to Parent Back to School Night, you can have your child bring home any information you may have missed the next day.

Again, we are looking forward to seeing you on Thursday, August 28th for our annual Parent Back to School Night event!

Mike Tracy, M. Ed. Chief Academic Officer & Head of School Temecula Preparatory School
